Carteret County - Region 10
Carteret County is right on the coast making it the eastern most county in Region 10. Its largest town is Morehead City, but Beaufort holds the title of county seat. Off the coast is a small barrier island system called Shackleford Banks, which is an island known for its herd of feral horses, scallop, crabs, and various sea animals. Shackleford Banks is a popular place to camp and set up for a beach day. On another island off the coast in Carteret, you can find the Cape Lookout Lighthouse, which is another tourist favorite. Carteret County Health Department is located on Bridges Street in Morehead City.

Philisa Fowler is a Human Service Planner/Health Education Supervisor and Lifestyle Coach for Carteret County Health Department. She is a native of Eastern NC and a North Carolina Central University graduate majoring in Public Health with a Concentration in Community Health. She received her Master's Degree in Management and Leadership from Webster University. Philisa has been with Carteret County Health Department since 2021 and the Eastern North Carolina Minority Diabetes Prevention Program as a Lifestyle Coach since January 2023. She enjoys connecting with the community while laying a foundation for better health choices to manifest positive lifestyle changes through the program.

Alanna Bucklew is a Eastern North Carolina native. She is a graduate of East Carolina University with a Bachelor’s Degree in Public Health and a concentration in Community Wellness. She has been working with Carteret County Health Department as a Public Health Educator since April 2023 and this is her first year as a Lifestyle Coach for ENC Prevent Diabetes. As a Lifestyle Coach for ENC Prevent Diabetes, She finds it an honor to guide the participants and assist them in achieving their new and sustainable healthy lifestyle changes.

Lizzy Betts is a native of Northeastern North Carolina. She is a Campbell University graduate receiving her Bachelor of Science degree in Exercise and Sports Science in addition to a Bachelor of Science degree in Psychology. She received her Master of Science in Public Health Degree in May of 2023. Lizzy is a Public Health Educator at the Carteret County Health Department and has been working there since May of 2023. Lizzy is excited to be an ENC Lifestyle Coach and is passionate about helping individuals understand the importance of achieving holistic wellbeing by becoming the best version of yourself to implement healthy habits into your daily routine!
